Habitual Felony Offender Act was passed down back in 1977 to punish repeat offenders. Department of Corrections made the statement that there were 3,455 prisoners then. That number has grown about 400% 10 years later at 13,541.
By 2014, the number of prisoners population has reached a staggering number of 32,467, about 840% increase. Willie Simmons is among one of those population who has been convicted for first degree robbery with a total sentence of 38 years. Investigative journalist Beth Shelburne dug deep into his story, who got his sentence over $9 and two previous convictions.
